Our results

Dossiers on Health Technology Assessment (HTA)

At the request of applicants, 28 health technology assessments (HTAs) were conducted and 28 dossiers were prepared, including:
• 23 HTA dossiers for medicinal products for the purpose of conducting State HTA;
• 1 HTA dossier for a medicinal product for Hospital HTA;
• 4 applications for medical devices to be included in the National Nomenclature for future procurements.

Based on the results of the State HTA for medicinal products,
17 positive conclusions were received from the State Expert Center, including:
• 5 technologies — conclusion “YES”, included in the National List of Essential Medicines and procured using regional budget funds;
• 12 technologies — conclusion “YES/BUT”, recommended for final decision-making based on the Managed Entry Agreements (MEA) procedure, of which:
• 6 technologies — MEAs have been signed, funded by the state budget;
• the remaining technologies — awaiting MEA procedure.

Based on the results of the Hospital HTA for medicinal products:
• 1 technology — procured using the hospital’s budget.

Based on the results of HTA for medical devices:
• 2 technologies — procured using funds from the state (for implementation of programs and centralized health measures) and regional budgets.

Health Policy

In 2021–2022, in partnership with international and local experts, technical recommendations were developed:

  • for the regulatory framework of Managed Entry Agreements (MEAs);
  • for the development of the national Health Technology Assessment (HTA) process;
  • for multi-criteria decision analysis (MCDA) in decision-making.

Roadmap / Market Access Strategy

At the request of clients, strategies were developed to improve patient access within the Ukrainian market to innovative technologies for the treatment of diabetes, as well as rare diseases such as juvenile idiopathic arthritis, multiple sclerosis, hypercholesterolemia, breast cancer, Gaucher disease, and others.
